The refinery is running basic oil processing and its heavy and light oil outputs are directly connected to a chemical plant producing flamethrower ammo.

Basic oil processing has the perfect output ratio for flamethrower ammo (1 light oil : 1 heavy oil), so a refinery can be dedicated to producing it, generating excess petroleum gas. Since the chemical plant produces faster than the refinery, it will not produce ammo the entire time.
