The buffer chest functions as both a requester and passive provider chest. It can request certain items and at the same time provide them to the player and construction robots, but not requester chests and other buffer chests. This means that the new logistic priority when pushing items to the network in version 0.16 is:

1. Requesters/Player
2. Construction orders
3. Buffer chests
4. Storage chests
