Concrete is used to build paths that increase walking speed and effect the friction modifier on vehicles. Concrete can remove any type of path.

Apart from the walking speed bonus (140% faster), vehicles move fastest over Concrete paths. Each vehicle type has a modifier of how much is it affected by the terrain, so while the car speed is affected a lot, the tank speed is almost the same on sand as on concrete (80% terrain slowdown reduction).
