Because the Rocket silo is at the end of a deep research tree, researching it and the techs leading up to it is a significant fraction of the cost of winning the game. Including Concrete (required to build the Rocket silo but not a prerequisite of the research), Electric energy accumulators and Solar energy (needed to build the Satellite) and Advanced oil processing (which pays for itself by more than doubling Petroleum gas yields), you will need the following to research Rocket silo:
