Legendary quality unlocks the Legendary level of quality, which is the best in the game. Once unlocked, quality modules can allow crafted items to have this quality.

With only the Quality mod enabled and not Space Age, it doesn't cost any planetary science and depends directly on Space science pack (research) instead of cryogenic science.
