Holmium ore is a rare resource that can only be found on Fulgora. It's only purpose is to be processed into Holmium solution. It also has an extremely low chance to be extracted from recycling scrap, and can be found in large quantities from Fulgorite.
Quality doesn't apply to fluids, and the only recipe that uses holmium ore converts it into a fluid, so high-quality holmium ore provides no benefits. (Indeed, it's arguably worse -- you can't mix input quality levels in recipes, so your high-quality holmium ore needs to be combined with equally high-quality stone to produce holmium fluid, whereas common holmium ore could be combined with common stone to produce exactly the same holmium fluid. High-quality stone can be turned into various things, some of which actually benefit from the quality.)
