A Surface in Factorio is a single map. A Factorio save game can contain multiple surfaces. Surfaces operate largely independently from each other. Mods can create surfaces.

In Space Age, each planet is a separate surface. Each space platform is also a separate surface.

Radars in "surface" mode allow transmitting circuit network signals to any radar on the same surface which is also in surface mode.
